The IRQL error is a memory related error that often appears if a system process or a driver attempts to access a memory address without proper access rights.
This, in turn, can be triggered by any of these causes:
Corrupt system files
Incompatible device drivers
Faulty hardware items
Incorrect software installation
An downgrade to a lower version of Windows, e.g. downgrading Windows 10 to Windows 7 or Windows 8
A problem has been detected and Windows has been shut down to prevent damage
to your computer.

If this is the first time you’ve seen this Stop error screen,
restart your computer. If this screen appears again, follow
these steps:
Check to make sure any new hardware or software is properly installed.
If this is a new installation, ask your hardware or software manufacturerfor any Windows updates you might need.
If problems continue, disable or remove any newly installed hardware or software. Disable BIOS memory options such as caching or shadowing.If you need to use Safe Mode to remove or disable components, restartyour computer, press F8 to select Advanced Startup Options, and then select Safe Mode.

i want to install Win10 in my HP 2133 windows 7, when i boot the windows 10 using USB, appears: "Stop code: IQRL_NOT_LESS_OR_EQUAL"
I've been dealing with this BSOD for a while now. Mine says "Enable Write Caching, not "Removal Policy." I disabled the "write caching" but still got the BSOD. What I noticed about disabled write caching, is it takes significantly longer for the crash dump file to be created. If I unplug my USB mouse and keyboard, I can NOT interact with the computer, so how can i POSSIBLY test to see if the BSOD happens? it only happens when I'm running a program of some sort (web pages, games, etc).
What if the PC Freezes up when or bsod when trying to do any of these methods?
Like I am trying to boot into safe mode or trying to pull up the Cmd just for it to freeze or lock up.

Ok I’ve done the first 2 methods and am still getting the problem. And idk if it’s my mouse or keyboard because I half to run a decent strength program before it happens and it is almost random if it’ll happen in 1min or 3 hours of running the program so unless there is a test tool I can run it would be hard to check my mouse and keyboard. Also my mouse and keyboard work fine on 2 other computers. Any advice?

When I follow your steps in device manager there is no "removal policy." It takes me to "write caching policy."

i cant run anything. it happened during installation win 10. right before i deleted all partions, the only thing i have is a usb install stick, when i try install the bluescreen occurs.
Mine keeps restarting in loop.
